Fire Risk Assessments (FRA 1–4)

Purpose of Fire Risk Assessments

DALA Fire & Risk delivers robust, evidence-led Fire Risk Assessments that give responsible persons a clear, accurate understanding of how their building performs in the event of fire.

Our assessments go beyond basic compliance. We examine fire hazards, means of escape, compartmentation and fire-stopping integrity, detection and warning systems, and overall risk to occupants – translating technical findings into clear, prioritised guidance that supports confident decision-making and effective safety management.

FRA Type What it Covers Why it's Required

Type 1

Non-intrusive assessment of communal areas
A visual, non-intrusive assessment of all accessible communal areas, including stairwells, corridors, risers, plant rooms and shared facilities. No residential units are entered. Identifies obvious fire safety issues and determines whether further investigation is required, including whether a FRAEW or higher-level FRA is needed. The legally recognised minimum needed to demonstrate compliance for most residential buildings where there are no concerns about internal compartmentation. Helps responsible persons comply with the Fire Safety (England) Regulations 2022 and Building Safety Act 2022.

Type 2

Intrusive assessment of communal areas
Includes everything in a Type 1, but with intrusive inspection in communal spaces. This can involve opening small areas of construction to examine fire-stopping, compartmentation, structural protection and fire door performance. No flats are entered. Appropriate where there are concerns about hidden defects, signs of fire-stopping failure, or when refurbishment, remedial work or structural doubt means visual inspection alone is not sufficient.

Type 3

Non-intrusive assessment including a sample of flats
Extends the Type 1 by including access into a sample of internal residential areas, typically 10% of units, alongside all communal spaces. Remains non-intrusive and provides an assessment of internal escape routes, flat entrance doors, domestic fire measures and internal fire safety risks. Suitable where fire safety concerns may relate to resident behaviour, internal layouts or individual unit features that could affect overall building safety. Provides assurance within homes without opening up construction.

Type 4

Full intrusive assessment of communal areas and flats
The most comprehensive level. Includes intrusive inspection of both communal areas and a sample of flats, typically 10%. Construction is opened where necessary to review fire-stopping, compartmentation, structural protection, service penetrations and other concealed fire safety elements. May be required where there is a need for the highest level of assurance, where previous assessments have raised concerns, where fire-stopping may have been compromised by historic works, or where hidden defects cannot be confirmed visually. Often required in high-risk or complex residential buildings.
